I have deleted your other post for you. Regular teachers are not able to add a new course so can you confirm when you say teachers, do you mean users with the course creator role?

You can make new required user profile fields on sign up from Site administration>Users>Accounts>User profile fields. If you have already done that and your question is just about the positioning of them, then I'm afraid I dont know, but I'm sure someone will know.
