Do you mean you want people to create an account on the site and enrol into the course?
If so then you need to look at Email-based self-registration and then Self enrolment
If they already have accounts then look just at Self enrolment

What happens if you remove the capability moodle/site:accessallgroups from your teachers? See Groups FAQ and the question How do I restrict a teacher to view only the groups they are enrolled in?
It's not downright mean at all! It is based on an inappropriate reverence for a dead language! It's important to pointedly split infinitives wherever possible in order to clearly make the point. (And it's so sad you are not coming to Dublin...)
