When you say it is not quite as functional as would be an ability to import entire topics, I assume that you mean the topic headings/descriptions cannot be imported in the way Paula describes. (Sorry if I have misunderstood that.) If that is the case, you might want to put the topic heading/descriptions in labels. You could them import them as you would any other resource. Is that useful for you?

You are right about unique names for resources and activities, of course. I have run into that before.
