The default setting in the profile that has people subscribing to forums when they post to the forum is the culprit of this...in my opinion

Good point. You are probably correct.

But when they are creating their profiles, students can easily choose not to be subscribed to forums when they post, right?

I guess that it would be pretty easy to change the default setting, though, if that is what people want. And it's nice to be accomodating when you're in a position to do so.

When I create a forum, I choose to force people to subscribe or not. "No" is the default. (See screen capture.)

Is this not what you are experiencing?

I have to say that we have found bluehost to be a very good value for the money and that they are good folks to work with. I have no idea if they are the best or not, I can only tell you that we have no complaints and that they deliver what they promise in a very professional manner.

If you are going to moodle in a serious way with lots of students and teachers, of course, you really ought to think about a Moodle partner. Try to find the money somewhere.
