As far as I know, moodle.org is straight moodle. No special coding.

The forums you are talking about were created by

1. creating a course called "Using Moodle" and

2. setting up normal forums inside that course

It is a typical example of a forum-based course using the topics format.

Yes there is a setting for that. Go to http://yoursite/moodle/admin/config.php#configsectionuser to  change the allowunenroll variable. I have attached a screen shot.
