You didn't say exactly how you upgraded and re-upgraded? Usually the link to the tutorial or the Moodle Docs documentation you followed are the best.

Where do you see an _upgrade_? I see only "To be installed" against a list of additional plug-ins. Since you've left the code with those additional plug-ins in place a special treatment is expected.

I know nothing specific to SCORM. But the general idea in selecting a file in the file picker is that you have the choice between Link and Copy. If I understood you, you are looking for the choice Copy.

Amazing! I expected the horizontal navigation in Moodle 4.x to collide with the two-level horizontal sections of that plug-in. So glad that the plug-in made the transition. I made a bulky course which could only fit in to a single Moodle course thanks to the multilevel plug-in. I feared, I will have to redo it when Moodle 4 is ultimately upon us (me).
