According to https://lang.moodle.org/ Bengali is 46% translated, which is quite high. I think the figure is even higher, since you are at Moodle 3.3.
FYI: The oldest, still supported Moodle version is 3.9 (LTS).
Most of the questions are outside of Moodle. DKIM and SPF are mail signing and sender authentication mechanisms, which are independent of each other. Contrary to popular belief, Moodle is no mail server, it is only a MUA, it needs a MTA.
So Moodle doesn't know about SPF. I saw that newer versions of Moodle have some DKIM settings. Look under Site administration > Server > Email > Outgoing mail configuration.
