You say, during the wave, and only during the wave, you see a high load on the database. Then you must dig deep. What are those queries? There's a setting somewhere in Moodle to log the place where the SQL's are generated.
On the other hand, the wisdom in these forums is that not running cron makes matters worse, much worse! Think of it as a cleaning. If you have paper and boxes lying around in your apartment, your life will be harder, isn't it?
You need to upgrade hardware, if they are the limitation. If these surges are from a software error, you are wasting your money (and polluting the environment).

Thanks! Now I understand a bit more. I think, I'm the wrong person to go looking for solutions, because I never had the problem. My files belong to me, so in some kind of storage independent of Moodle. I think, more modern users should respond to this question.
