"Copying" (insiders say "cloning") the production Moodle to a test server is a Moodle migration in its own jargon. And restoring the upgraded Moodle in the test server replacing the production Moodle site, is also a Moodle migration - in the other direction.

The IP address you mentioned is owned by Telstra Corporation (Belong) and, according to a random geo location site, is in Melbourne. Likely that it get dynamically assigned, but how often, you don't know. For example (permanent) fiber subscriber lines may keep the IP for months whereas mobile devices are likely to get a new IP every time it connects!
On a general note, I avoid exposing true IP addresses and advertising for geo location services in public forums - I consider both to be unethical.
The other topic, giving teachers access to the IP addresses of their students, is one of those eternal "How much can you trust a teacher?" type of questions. If you ask Ed Tech, the answer is "ideally Zero". So, no name, no face, no e-mail, no location, no ip-address, no browser types, no operating system, no device type, no timestamps, no smell,.. Simply nothing. Still the Ed Tech believes that with the help of the "Tech" the teachers can upload learning straight to the students' brains. Put that in contrast to our Guru-shishya tradition! Forget the traditions. if a teacher suspects foul play by a student, he has zero possibilities of collecting evidence, starting small. Has to ring alarm, run to the administration and from there to the IT, possibly making an innocent student a "noted character".
Long story: If my memory serves me right, in Moodle the logs a teacher (of a course) sees don't have the IP addresses. One needs higher privileges for that. Can you tell us exactly what those LOG reports are?
