I think, the HQ encouraging plugin developers to have one branch per Moodle series https://moodle.org/mod/forum/discuss.php?d=457946#p1842496 is taking effect. So the plug-in developers are consolidating/updating their plug-ins to support 4.5 too, since it is the last of the 4.x series. Lot of details have been discussed under in the official thread Versioning and Deprecation changes, which I don't want to repeat here.

You are right. Moodle allows to mix courses in different languages in one site. So not a problem with the Moodle's language handling.

You problem is to make one Moodle instance to appear as many different domains. I don't know how Moodle Workplace and IOMAD handle mutli-tenancy. But I have never seen Moodle core doing such thing.
