OK.
Next possibility: unsuppored PHP versions. Add a line 'phpinfo();' to the test.php and get all the PHP info and compare them against the requireded versions.
Another possibility: 'config.php' damaged, by editing in Windows for example. Look for unwanted 'CR' characters (if your server is Linux) .

Copy some simple HTML file to the moodle directory (where you have config.php) and try to access it in the browser, the URL should be something like http://yourcurrentmoodle/test.html. The content of the HTML should be displayed. If not, the problem is with the web server (not Moodle).
Once that problem is solved, the index.php in the Moodle source will answer the request to Moodle.

I don't think anybody in this enthusiastic community cares. Still thought of planting a pointer, for future reference.
We all aware of the work load of school teachers and how it only gets worse over the years. And also of the demands on the use of IT and how underpowered their IT departments are. So it is understandable that the teachers gladly outsource the service to the BIG and turn a blind eye to their possible abuse. In this special case, sacrificing data of minors who are entrusted to them. It can simply not possible, the pioneer of the BIG is also a big philanthropist.

Anyway, long story short, the governments are waking up to the damage. Here is a recent incident:
