0.- I've tried to reproduce your problem with that Cloze question of yours:

Unfortunately you have not provided the text of that question: "According to the video, good communication skills include the three following: etc." so I cannot experiment with it. Is it also a Cloze question?

1.- You never answered this question of mine: "From your screenshot I guess that you have set your "Fill in the blanks for this quote etc." to the Interactive with multiple tries behaviour (because it shows "Times remaining: 3) If that is the case, what text did you put in the Hints sections of your question's Multiple tries section? Again from your screenshot it looks like you put "Oops, wrong answer, try again". Is that right?"

 2.- OK, I'll guess that in your Cloze question's Multiple Tries edit mode you put 6 Hints, with the same text "Oops, wrong answer, try again". Not terribly helpful hints, by the way, but that's not the point at hand.

3.- When Hints are provided in any Moodle questions set to Interactive with multiple tries behaviour, the following happens:

3a.- If the question is answered incorrectly, the relevant Hint gets displayed (in sequence); the Tries remaining counter is decreased; the Try again button is displayed (as shown on your various screenshots). Plus, a feedback message is displayed somewhere over the question text. As you have noticed, the way that feedback messages are displayed depends on the question type. For the Cloze question type, the feedback message is only displayed upon hovering over the question blank/dropdown list/etc. I have to agree that that is not terribly user-friendly.

3b.- If the question is answered correctly, of course no Hint is displayed. Again, in the case of the Cloze question type, the feedback message is only displayed upon hovering over the question blank/dropdown list/etc.

4.- My explanation with your frustration is that maybe you confused the feedback messages included in a Cloze question's answers with the Hints included in a question's Multiple tries behaviour.

5.- Now there remains the problem of the displaying of feedback messages for the Cloze question type, upon hovering only. I have tried you css hack and confirm that it works.

6a.- From your examples it seems that you are not seeking to provide individual, relevant feedback to each correct/incorrect answer.If that is the case, you might like to use the (contributed) GapFill question type which, in the particular case of the "sincere compliments" question might fit the bill.

6b.- Or, for better individual feedback for each answer, you could use the standard Multiple Choice question type, as in this screenshot.

Décidément la traduction par machine a fait récemment des progrès fantastiques. Dans la deuxième moitié des années 1980 lorsqu'avec mon collègue et complice Jacques R. nous animions des stages d'EAO pour les professeurs d'anglais nous faisions une petite démo de traduction assistée par Minitel (voir cet article). Notre phrase de test favorite était : Time flies like an arrow (le temps file comme une flèche), que le Minitel rendait par "Les mouches du temps aiment une flèche" ou quelque chose comme ça. Ce qui déclenchait l'hilarité générale et la conclusion que "la traduction par une machine, ça ne marchera jamais". La suite de l'histoire a démontré qu'il ne faut jamais dire "jamais". tongueout

Merci pour avoir "rendu à César...", Daniel. J'ai suivi le lien que tu donnes et lu ce très intéressant article sur le site de Thot Cursus . Et j'ai (re-)découvert que ce sont des canadiens et plus précisément des québécois. Alors, pas étonnant qu'ils soient en avance sur nous d'une ou deux décennies dans ce domaine de la formation à distance. smile
