Sorry, but I do not think that's a good idea. Alongwith animated images, flash movies, automatically played audio jingles may look/sound nice on the very first display, but they can soon get very irritating on your users' nerves.

Not sure I quite understand what you want to achieve. On a moodle site, resources and activities are always linked to a specific course, and usually only people enrolled in that course can have access to the resources and activities belonging to a course.
You might try to put your questionnaire on your moodle site's front page, where it would be accessed by anyone logged into your moodle site.
Actually, you might consider using a questionnaire software outside of your moodle site. I may recommend LimeSurvey (formerly phpsurveyor)?

Yes, I used to do that until recently when our admin decided not to give teachers the capabability to login as student (for confidentiality reasons). So now I can't do anything to solve this problem of unfinished quizzes. I have voted for MDL-3030 and do hope Tim will be able to do something about it.
