But how can this happen? If a student has not finished the quiz when the timer reaches the set time limit, then immediately the student's answers to the answered questions so far are saved and the quiz is closed... and his results are saved to the gradebook. I do not see how a student could "spend more than 60 seconds over the alloted time".
If this is a safety issue, please do not answer my question, of course.

Where is that questionnaire located? On your moodle site home/front page or within one of the courses? What type is it : Private or Public? How do the parents log in ? Do they log in as guests? Are they actually enrolled in a course on your moodle site?
What is the general purpose of that questionnaire? Will the students answer it too? Will the parents be allowed to do other things on the moodle site/course(s)? Do the parents need to view (as guests) the Moodle course(s) in order to be able to answere the questionnaire?
Whatever you do you must certainly not give the parents a teacher role!

Hi Pete,
I am really surprised that your linked assignement and lesson should work at all. The Moodle Lesson activitiy is meant to be used as a whole activity in itself, i.e. the student starts at page 1 and - hopefully - ends at the last page. Any linking from one of the Lesson pages to another activity or from another activity to one of the Lesson pages is hazardous (and to be done "at your own risk").
This pair of activities contain links to each other within their pages.
I'm curious to know how you manage to do this.
No wonder you have problems when restoring such links to another course.

***Quiz 1 which is a Self-Evaluation asks them to rate their competence in specific tasks. Quiz 2 assists them in identifying different types of evidence they may have to prove their competence in specific tasks.
I still cannot visualize what those 2 "quizzes" would look like. For non-graded "quizzes" you might envisage using a survey-like activity. There are 2 such modules, which are not yet part of regular Moodle distribution, but which can easily be installed by your admin (or yourself if you have admin rights to your Moodle site). You will find them in the Modules and Plugins page : Feedback and Questionnaire. Both modules have an active forum: Feedback and Questionnaire module.
It would really help us understand your problem if you would post here some sample "questions" from your quizzes 1 and 2. As for your "quiz 3", way to go is the gradebook, as has been suggested.
