I'm afraid you have misunderstood the way the REGEXP question type works. Please read the extensive regexp documentation and the examples to get a better idea of how it all works.

If you enter as expected correct answer "[Qq]uiet [Rr]evolution" this can only accept as correct student responses the following:

Quiet revolution
quiet Revolution
quiet revolution
