You could look at Dragon Naturally Speaking (apparently most recent version is very easy to train) for speech input. You can also use input from digital audio systems. I am unfamiliar with how your support systems work but this colleague should probably have an occupational health assessment to ensure that her accommodations do not further jeopardise her health.
The document camera sounds good. I used one combines with postit notes that allowed us to collect ideas from groups then combine and rearrange quickly.

It doesn't have to be image OR text.  What about students talking about videos, images, tv programmes? developing language skills (that may not be an overt goal for them) by talking about stuff that does capture their imagination.  In this way, arguing about hip-hop lyrics becomes a way of developing skills in 'standard English (or whatever)' rather than just gaining skills in hip-hop lyrics.

Students can acquire skills in English without studying English literature - I love it but not all do!

In the playground or lunch hall, it may be a social survival skill to be able to discuss the local soaps.

One of the great things about texting/SMS/IM and forums/blogs/etc. is that those who wish to contribute have to express themselves in a natural language.  One of the great things about Web 2.0 is that they can also express themselves through images (e.g. on flickr) and videos (e.g.on youtube) and also by audio.

I am probably missing your point but this sounds a bit like an Internet quest that might be likely to lead them out on to the Internet rather than looking at Moodle features.

Maybe you could use the USing Moodle site (although the volume may be a little scary). Here are 2 suggestions:

1.  You could Use Section 4 of USing Moodle and get participants to search for good models and activities (maybe you scope them in some way so they could use search forums).

2. You could use the resource that Art Lader initiated http://docs.moodle.org/en/The_Good_Teacher
