Moodle.org is an interesting OSS community in that it has many practitioners as active members. In my opinion, as well as the other things you mention, I think they make the very valuable contribution of requirements for future versions. Their experimentation and feedback is, I think, responsible for the diversity of Moodle (that might also be 'problem' in terms of complexity).
I make limited use of Moodle in my day job but I benefited from its use on various projects, and have derived knowledge and enjoyment (as well a some great contacts) from my modest contribution to these forums.
Best wishes with this work Ralf. We used templates at CABWEB for online student collaboration spaces (rather than actual courses). Let me know if you want them (we also have ones populated with anonymised data).
I would say though that my experience from CABWEB suggests that teachers prefer to exchange practice through dialogue (peppered with stories and examples) rather than reifications like templates. If two teachers has used the same template they could have a good dialogue. I have just listened to the Week 6 Elluminate discussion on CCK08 the Connectivism MOOC, where Grainne Conole talked about their experiences at OU. I was really excited to hear about Cloudworks (scroll to last third of presentation below)
