I'm running out of ideas, but it's worth checking the 'disable_classes' directive in php.ini. Make sure you're looking in the *right* php.ini. You'll almost certainly have more than one.

Are you running cron from command line PHP?

Command line PHP and "web" PHP are completely different binaries. They don't have to be the same version, have the same config or anything. If that is the case, try running something like...

php -i | grep intl

...and see what that turns up.

Class IntlTimeZone is a PHP class and is part of the "intl" PHP extension.

My assumption would be that PHP was upgraded on this date and that extension was missed.
