I know almost nothing about SEB but it sounds like a candidate for being hard/impossible to test in a 'localhost' situation. It doesn't seem unreasonable that it requires a valid SSL certificate (i.e. not a self-signed one).

I'm going to go further and suggest that you're lucky Moodle runs at all with 1GB of RAM.

Of course, it depends what you and other users are doing - some things consume more ram than others. But the number of concurrent users is almost moot. The answer is some variation on "very few".
