Emma, correct word would be Import, and not restore, but anyway, yes depending on if your client's server is moodle 3.x+ and you've not used any plug-ins in your course that aren't installed in your customer's server.

George, I delete them often, when upgrading (both minor / major upgrades), so safe to delete them, like I mentioned in start (I think I've read in moodle documentation) when migrating is leaving these three folders. So absolutely safe to get rid of them, just in case if you want to be really cautious, zip them and then delete them. in case of any mishap where chance is near to zero, you can always unzip them. but make sure you've enabled maintenance mood before deleting as it will kick users out as these folders do keep information about session as well (unless your session information is going to database).
It is usually recommended to ignore cache, localcache and temp folders when migrating, and migrate the rest.
so safe to delete them, refreshing the page will pop them right up in moodledata folder, on IIS server your site will be slow for a few seconds only after deletion. not a big deal. but do check inside them once before deleting, as 500GB+ looks too suspicious to be size of cache folder.
