It's best, to replace moodle folder with that of moodle 3.8.x's (unless you know what last version you had)
3.9 came with strict DB requirements to enforce Barracuda file format, and people jumping in to upgrade or doing new installs are having trouble, as web hosting companies aren't ready for it yet, unless one have a dedicated server where they can play with anything they want to, I am not recommending upgrading to 3.9, even with control over everything let 3.9 become stable to jump ship.

is it a new installation you're going with, or upgrading an older one?

If you already had moodle, then better to stay on that version until you have affirmed meeting requirements for moodle 3.9, many people jump ship the moment new version comes out later to experience troubles during upgrade or after it.

Barbara, that accessibility legislation was for public sector bodies, not enforced on Private sector, besides if that would have been enforced then announcement was made in September 2018 while you MAY already served the course in 2018/19 academic year.

Now your student body MAY NOT have any student with learning difficulties, that renders requirement null, for public sector it was enforced due to unknown public accessing the resources.

Unfortunate thing is, your hosting wouldnt be running MariaDB  10.2.x, as for moodle 3.9, core developers specifically mentioned MariaDB version 10.2 because of default innodb table format of Barracuda, as this Moodle developer had been insisting for long time.

Under no circumstances your hosting provider will change the table format from Antelope to Barracuda for you, you can however turn on opcache in your php.ini file, and for installation process watch Rick's video where he mentioned changing database character-set to ut8mb4_unicode_ci
