Sometimes cache's get corrupted while upgrading, delete cache and localcache folders from your moodle data folder. and refresh.
and dont worry about deleting, its a safe process, as soon as you reload, these folders will be created once again.

answering your question simply, because moodle is highly dependent upon database's performance, no matter how good your web server is, if your DB cannot keep up with client's requests, its a failure, based on that I would suggest AMD Epyc 7313P (P donates single socket processors) and single socket is what you need actually for this many or even up to 1000 concurrent users because AMD Epyc series comes with good amount of cache 128MB or you can wait for their oncoming X series with even more caches.
Now who offers this server depends on manufacturers, as I keep record of CPU technology only and not OEM's, it also depends on where your location is, as you may end up building up one yourself using GigaByte or SuperMicro.

anyway, what I can understand from your query is your moodle is on localhost and you want to transfer it to a webserver with CPanel? isnt it?

Sorry for delayed reply, got busy in some family matter to come back to it, of course they are flexible, multiple PHP versions can be installed on even latest of Windows server O/S supporting earlier versions of moodle.
Heleni, if you're already running Server 2019, then there is no need to upgrade, as though server 2022 will eventually be available with IIS version 11, but currently as this earlier stages it's still running IIS 10, that came with Server 2019. Only upgrade to IIS was seen in Server 2016 where it supported HTTP/2 else with Server 2019 addition to IIS was done for Hypervisor (Azure Support) as whole Azure is running on Windows server 2012/R2, 2016 and 2019.
