You could write a manual calculation for the category to get this to work. So you're already starting out well because you have them in a category. Instead of having that category set as Sum of Grades, switch it to Simple Weighted. The reason we are doing this is that we want to enter the category total instead of it automatically adding up the points possible and having that as the maximum. Then in the category total field, enter 26 since that is what you want to be the maximum points. See here for an example.

Next we are going to enter a manual calculation for that category. You can do that by going into Categories and Items and then selecting the calculator icon next to the category. You will see a little input box and all your grade items below. Before we enter the formula though, we need to assign ID names to the grade items we are going to use in our calculation. See here for an example. I just entered A1, A2, etc. as the ID names. After entering ID names, make sure to select Add ID numbers so that it saves those names. Once you do that, then the names you entered will be next to the grade items names and the ID names will be in double brackets.

Now it's time to write your formula. You will need to utilize the min function and the sum function. So based on your example, your formula would look like this (except with the ID names you entered). The min function is taking a list of arguments and then entering the one that is the lowest. In this case, there are two values: the sum of all your grade items and 26.

Finally, as an example of what the outcome would look like, see here. As you can see this student achieved over a 26 across those five grade items but their category total shows as a 26; which gives them a 100% in the category.
