In the Max Grade column, at the very bottom, you have the Course total set to zero. Moodle does all the weighting and then scales to the the number in that box. Change it to 100 and it will make the course total look like a percentage. The Course total may need adjusting when you switch from one aggregation to another for the overall course aggregation. I believe in newer versions of Moodle it changes to 100 automatically after you switch aggregations.

Based on your theme it looks like you have some customization going on with icons in the gradebook. I can only describe using the core demo site settings.

My theory is the teacher has it set to just so totals in the gradebook. See the Moodle Docs on the Grade categories > Aggregation View. It's a very brief description with no images in the Moodle Doc but essentially each teacher can change the display of the Grader report and it only affects their display. They can display in three ways: Full mode (aggregated column(s) and grade item columns), the aggregated column(s) only, or the grade items alone. In my experience, switching displays is most helpful when there is a large gradebook with a lot of grade items that make the gradebook stretch far to the right. By minimizing the display of certain categories, the teacher can display just category totals to get a macro view of students' grades.

To toggle between views, when on the Grader report select the icon next to the category name and it will switch between a minus sign (-), a plus sign (+) and two corner carrot signs.

You could set the Review Options to achieve this. My assumption is that you don't want students to see anything (the questions, their score, their answer, etc.) until the teacher has completed scoring the manually-graded question types. If this is correct, then set the Review Options section found in the quiz settings like below.

The Review Options section of the quiz settings determines what students can see and when they can see it. (See the Moodle Docs for a full description.) By un-checking all the boxes, students won't see anything; even when the quiz has closed and no one else can take the quiz. After students attempt the quiz, the teacher can go in and score the manually graded questions. After s/he has completed that, they can come back into the quiz and check all the boxes in the After the quiz is closed column. Students would then be able to see everything you check.

Do you have a sample file you can upload to see how you currently have them formatted?

There isn't a current core method to do this but looking in the Moodle Docs there is mention of an Excel to GIFT export tool. Looks to be an older thread but may still work. I would recommend also taking a look at the GIFT documentation to see if you can adjust what you currently have into GIFT format manually. If you are able to adjust one question from Excel to GIFT, putting together a MACRO operation in Excel could help you convert the rest.
