Assuming that users  have not changed their languages is probably pretty OK to do.   I think if we work out the language from site, course and user lang we will be 99% accurate or more which is probably good enough for legacy texts.

Or we can just have a second URL for the guest policy...

Relying on files has a big disadvantage in that most people using this will simply be linking to a policy page that already exists elsewhere in their institution. (example)

What?  Are you sure?  This line was only added recently, so deleting it should have no effect on the quiz...
