I'd just like to point out that security.moodle.org is definitely the official mechanism to report, solve and publish fixes for Moodle security problems (it now even says so on the Moodle front page). Please use it and help our community work efficiently. Even if you're just passing on a link to information elsewhere.
If for some reason this existing process seems not to be working then please feel free to pursue other means of getting answers.

Which version ... 1.6 or 1.5? The bug tracker is good for these sorts of reports.

Do you have the latest CVS code? This bug was fixed earlier this week. For an offline assignment, this still happens the first time, so that the student "activity" has some sort of stamp.

No, it's not meant to (but it would be nice, I agree) ... making forms react to a surrounding table would be very difficult technically.
