Without wanting to take anything away from ThemeGurus, would everyone please note that the official Moodle Themes repository is still at http://moodle.org/themes and will continue to be.

Well currently:
1) you can sort the roles as you like on the Define Roles page.
2) you can set up what roles people can assign using the "Allow role assignments" matrix
So if you want to set it up as you described you can (but we are not limited to that).

Eventually I would hope it's integrated as a checkbox option in the standard "upload" assignment type.

Just because you don't like it doesn't mean you should take the choice away from your students. You can change the default:
Admin >> Configuration >> Modules >> Forum Settings >> forum_displaymode
