The feedback you got back from the crontab command is fine. You may want to try "man crontab" to read the manual. What it does is basically put you into an editor to edit a file of cron commands.
Yes, you should add that line to the file (using your own URL of course).
As for Japanese content in an English page - I'm not sure. You could try changing the value for "thischarset" in the lang/en/moodle.php file to match the one in the lang/jp/moodle.php (ie "euc-jp").

I'm not aware of any such bugs ... can you give full details of how the quiz is set up? How exactly are the questions defined? Had the quiz been altered after the attempt?

Not just yet, but there will be in the next release. Work on the importing function has already been done, but only one (obscure) format is currently supported. Support for other formats, such as WebCT, Blackboard, IMS QTI, and others can be "plugged-in" relatively easily by any PHP programmer.
Installation is not very hard (much easier than comparable packages) - there is a walkthrough of the instructions in the docs http://moodle.org/doc/ . I realise this may still seem a little daunting if you aren't used to Unix etc.
