Hmm looks pretty good ... shouldn't be hard to make it dynamic by counting the sections up top, but ... is there a reason the students aren't just using the "zoom" boxes? They also reduce scrolling.

OK, the overall idea here is to reduce the maintenance work for admins and teachers as much as possible.
A typical scenario:
The admin creates a few user accounts for teachers, and assigns them to courses. The admin may choose to delegate this role by creating more admins or course creators.
Each teacher sets up their own course, which may include an enrolment key.
Each student sets up their own user account, and enrols themselves in their own courses. To get the enrolment key they correspond with the teacher outside of Moodle (eg private email, phone, face-to-face class etc).
There isn't a clear-cut distinction between teachers and students at the user level because a single user might be a student in one course and a teacher in another.
Is that clearer?

Yes, users get all their privileges stripped when they get deleted (no-one wants a dead person at the wheel!).
