The tracker can tell you which bugs were fixed in 1.9.4, but if you actually want a "diff" between the files 1.9.3 and 1.9.4 then I would get both of them in two directories and then use the Unix diff tool:
diff dir1 dir2
If you know the files you want to look at then you can explore http://cvs.moodle.org/moodle for the history of every file.

Like Mary said, it just works on tag pages. This is because it depends on the tag of the page it's on to do automatic searches of Youtube.
You can of course include Youtube anywhere (if you are using a recent version of Moodle) by making sure the media filter is on and just creating links in text to Youtube pages.

The new gradebook improvements should be going into MOODLE_19_STABLE later today, to be part of 1.9.4+ (look for commits from Nicolas Connault).
This was deliberately planned to avoid this week's MOODLE_19_WEEKLY version, so you won't get any surprises if you upgrade to that this week.
