It's about Moodle 1.9. I made some question categories shared on course category level. As administrator, I can see, use and edit this questions, but teachers can not even see this questions.
Then, I have changed permissions for course "view all questions" and "use all questions" to 'allow', but nothing was happend. Teaher can not see questions shared on course category level.
What I had to do?

I am not sure how this should be working. How do I find who created a shared question category and should be given special permission for accessing it? If teacher wants to share a category, he needs to ask administrator to add him to special role for context he wants to share a category? What if new teacher is added to course, he should be able to see shared categories, who will add him that shared role?
Any feedback welcomed.
