Hi,
I want to create a power user group and assign it to two teachers. This new group should allow them to change student passwords and view 'livelogs' from the last hour. They should not have access to other modules that appear when logged in as an administrator, such as server, network,modules, etc
My plan was to duplicate the course creator role (which I believe has more rights than a teacher) and then add to it.
I would appreciate any advice on how best to tackle this. Also, I am a bit puzzled as to why the course creator role has a lot more options set to 'not set' than a teacher role. Is it understood that a creator role inherits from a teacher role?
Are there any predefined 'power'roles readily available?

There is no inheritance of roles. Course creator is an extremely limited role. It can only create courses. However within a newly created course, the creator is assigned the role of Teacher.

I am really surprised at this query. It is my understanding that the only person who can ever change their own password is the user himself/herself. And this is not only true of Moodle but of any computer system.
The only circumstances I can think of when someone else (an admin) can do this are a) providing an initial password and prompting user to change it and b) resetting initial password upon loss of password by user.

For setting up a 'sub-admin' who can change passwords, duplicate the default teacher role, and check Allow on the : Update user profiles
permission for the new role. Check the risks icons and make sure you are ready to assume them
.
