Prevent teachers/course creators from changing front page`

I know there is a way to prevent teachers/course creators from changing the design of the front page of a site but I can seem to locate, help?

If you don't want users to be able to change the Front page course...
  • Don't assign them the role of Teacher in the System context (Site administration -> Users -> Permissions -> Assign System roles)
  • Don't assign them the role of Teacher in the Front page context (Site administration -> Front page -> Front page roles)
Course creators are harmless creatures. They can only create courses. There's no way they can affect your front page, regardless of where you assign the role.

Thank you - I just don't want them to change the design to the site. I'm just getting my feet wet but it seems like they can add or hide blocks that change the look of the site, sitewide.
