Hi all,
Just as update on issue, Steve and Leslie in a General problems forum thread narrowed it down to a Theme (Chameleon) issue. In general, Moodle will support (dare I say) unlimited number of activities in a topic. The Course's homepage formating can impact this ability.

Themes was one of those ways. Apparently some themes will not allow the viewing of more than 15 activities in a topic. Also some themes will visually cut off the previous topics list of activities, when a following topic description is large or contains lots of graphics. And now Moodle has course context themes, which would be a workaround for some teachers.
