I'd like to export a Bb 6.3.x-tool-created piece of content (e.g., one created with the assignment tool) as an IMS package or some other open standards format and then see if I can import that into Moodle 1.8.4.

IMS content package or SCORM standard doesn't include complex assignments. If you create a SCORM or IMS CP you can add it to Moodle. But you can't create a complex assignment including individual feedback and grading for the students.
