Paypal enrollment not working

I followed the documentation to use paypal for enrollment however, it does not prompt the student to pay for the course when they click on it as the documentation says it will. It gives a message about it not being available to the public.
I checked off the options to use paypal in the settings and set a course price. Is there something else I should have done that I missed?

When you created the course, did you also set it for Paypal there?

You may want to rethink PayPal, though.  From what I've seen, Moodle's plugin takes students to a page where they have to create a whole new paypal account, which required verification that could take up to 4 days.  It might be better to govern this manually.
