Yes this is a video based on 1.9 beta3 or beta4. You're also correct that stating the Moodle version should be one of the basic requirements. Currently it is only part of the guidelines we gave to GHOP students as the first videos were coming through, but not all students remembered to do it. They can easily add it as part of their video description though.
