Blocks

Hi.

I have a problem: I have several blocks on front page, and I have also put some blocks (almost the same) in sticky blocks for course.
When block is set as sticky, teachers can't remove it.

The problem is that when I create new course, I get all sticky blocks (which I want) and all front page blocks (which I don't want, because teachers can remove them, and they are duplicates with sticky ones).

How to create a set for front page and stickies for course independently - no front page blocks on new course, and at the same time retain all front page blocks on front page?
