Is there a social bookmarking module on the Moodle timeline at all?
Scuttle is open and PHP based, which may be a useful place to start.
It's not geared up to the needs and requirements of a social bookmarking system for education though.
There is a version of Scuttle that does have some educationally driven customisations (Scuttledu) but I don't think this has been developed with VLE integration in mind.

We've generally used glossaries for functions similar to this, although the old-style glossary doesn't seem to quite match your needs. The database module in 1.6 may be closer to what you want.
The Moodle Buzz resource is implemented with one of the new database modules, I believe. There's fairly good control for moderation, access, etc. Even if it's not quite right, it might make a good starting point.

Social bookmarkingis quite different to the glossary I think?
At a personal level, it has more in common with bibliographic tools like refworks or endnote (which have essentially been taken social in systems like CiteULike and Connotea), withthe addition of tag based organisation using tagclouds (hmm -- -it strikes me wrtiing this that I don't know if 'tagcloud' is a moodle glossary term, so I ton't know whether to add a link? http://en.wikipedia.org/wiki/Tag_cloud (is there a wikipedia moodle module?!)
The social level is potentially a lot more interesting, for example allowing users to see who else has bookmarked the same resource and as a result potentially discover like minded people; for example by finding additional relevant resources that have been tagged in similar ways to how youhave tagged a resource and so on.

I don't think it'd be too hard to generate a tag cloud from the 1.6 database module, actually. It keeps track of who entered the item, so it'd reasonably easy to run some SQL queries and merge/compare the results to generate the tag display.

I wrote a simple one at one point, but was never able to get the performance high enoguh to suit me. That was back when wikipedia.org was having serious problems with overloaded servers, though, so perhaps it's time to revisit it.

It seems to be over a year since social bookmarking was mentioned. Has there been anu movement. It is a very powerful educational tool . Any movement in developing a social bookmarking tool for a moodle class?

But it whould be a nifty feature to have on Moodle.
Moodle 1.9 offers tagging on users as well as on blogs (which have had tagging in moodle for a while).
