In our peerlight - module which supports the main functions of workshop currently and which is hopefully easier to use (in future we will extend it to peeradvanced) we have a team mode and you can grade teams. There is also an administration tool for the teams.
At http://www.edu.uni-klu.ac.at/~asoellei/moodle19 you can look at our prototype and you find all newest information about peerlight there. The source code I have sent to martin and skodak for first review, after we have an acceptable code quality, you will be able to download the first version to test it at your own testserver.
