Does anyone know, if there is any possibility to allow students to create their own choice instance?
I explored roles system, but didn't find any capability allowing students creating any of the modules instance.
Any ideas welcomed.

I don't think theres an easy way of doing this "just" for the choice - you can give the students "moodle/course:manageactivities" which will allow them to add activities (but this includes all modules)
could you explain a bit more what you are trying to acheive - there might be another way of doing it.
