That's weird. The check boxes should retain the value you set.

That doesn't seem weird to me, because unchecking the boxes means you are disabling the dates (remember the boxes are enable boxes)
I experimented with the check box settings on my Moodle 1.8.2 site and the checkbox setting was correctly remembered from after clicking "Save changes" on the "Editing a Hot Potatoes quiz" page, and to the next time I visited the page.
