I work in a facility that students cannot have any access to the web.  Can Moodle be operated offline?  Yes, I did not know what surname meant!

Yes, Moodle works fine on a local area network (LAN).

Yes, thank you for the comment.  My server is not internet accessible, so I am going through the process of downloading it on a cd and transferring it onto my server so that I can mess with it.  It is quite the process.
