I just had this problem on 2.2 and solved it for myself. Here's how I did it.
Realized that any logged in users are set as "Authenticated User" when they are viewing the Front Page
Site Adminstration > Users > Permissions > Define Roles > Authenticated Users > Click Edit > Find the checkmark in the Activity:Forum section for View Discussion > Check it > Save settings.
Now all Authenticated users can see the news form when they login.
