Is there any method to enrol one or more students in any course by an administrator.if yes then how??

Not sure what you mean. Do you mean enrol the students in *all* the courses in your Moodle site. If so, you can assign them to the Global Student Role, although I would watch out for some oddness as some functions are really only happy with users assigned at the course level.
