Maybe this will work.
Create groups A, B, and C (go to groups and choose edit).
Go back to the course.
Create 1 forum. Toggle the group mode to "separate." Save the forum.
Open the forum as an administrator. Choose group A (from the pulldown menu). Add a discussion for those students. Save it.
Switch to group B (from the pulldown menu). Add a discussion for the students in group B. Save it.
Switch to group C (from the pulldown menu). Add a discussion for group C. Save it.
I think this will do the trick.
