Getting crazy with Peer scoring

Here is my idea:
I try to use the workshop as an online activity in a 10 students class.

Intention:
I want "student-1" to hand in his project in the workshop.
The rest of the students, they have to give "student-1" thier socore individually as peer assessment in the workshop.

Total score will be:
teacher assessment (80 points)+ the average score of 9 students peer assessment (20 points)= 100 points

After I setup the values of the workshop as shown in the pictures.
Here comes the problem:
As a teacher, I can give the "student-1" score and comment on his project.
However, the rest of the students can't give "student-1" score and comment.

Why???Why???Why???
I have spent whole day on this issue.
Please somebody help me!
It's very urgent.

Nice screenshots. Do you want each student's submission to be assessed by all of the other students? Then set number of assessments of student submissions to 9. Then student-1's submission will be assessed by student-2, student-3, ... , student-10.

If student-1 is really special, you could have him submit his work as a separate assignment, then use his submission as an example from the teacher.

Any other suggestions?
