Is there way to figure out how to load batch files of questions into Moodle in the same way or at least similar to that with WebCT?

You can import questions into a Moodle quiz in various formats (including WebCT). If you are starting from scratch I would look at the GIFT format.

A lot of our curriculum came with Examview Pro 4 and that has been working for us as well.
