I am trying to add additional users to my system (1.6.2) and keep getting the following error: could not start a new user!

I have recently restored all my Moodle data following a server rebuild, all the courses and students are still there, just cannot add any more.

This must have something to do with that rebuilt/restoring you made. I feel like your moodle has no permissions to add students to your database (this is just a feeling...) How did you restore your data?

Mauno,

It was restored using a CD and following the restore process within Moodle.
