It depends upon where your dataroot directory is.
There is an example of the dataroot path in config-dist.php.
Here are a couple of my dataroot paths for my client side and university server systems.
$CFG->dataroot = 'c:\easyphp/moodledata';
$CFG->dataroot = '/home/at2/eigo/data16';

Thankyou very much for your quick reply.
The dataroot path was set automatically while installing, $CFG->dataroot = 'E:\wwwroot\demo.dci.in/moodledata';
whether the path is right? or else we have to give some other path,
whether the installed language pack have to inside moodle/lang (folder) or inside moodledata (folder) which is outside moodle.

I do not know if your path is right or not because it depends on the system. I am a little bit worried about the dots in the path, but if moodle does not complain, and if you can login, then the path is probably right,
Only the standard English en_uft8 language pack is inside moodle/lang
The other language packs are downloaded to moodledata/lang, which as you say is outside moodle.
